This is probably a scene at the Fiesta. The star brand on the horse indicates that it is an Apache horse. Some men's braids were wrapped in weasel skins, a carry over of an earlier custom, along with a neckerchief, worn for color and the adoption of a western pattern. The chaps of the rider, always worn by cattlemen, were for protection against rough-riding country. The rider was probably an employee of the government.
